Nope, it is intended so.
Aragon is much more casual server, so we highly limit the operations and tactical game play to the values that are easily controlled by almost any player.
However, we still leave ability to have more deep game play by acquiring more heroes and/or complete several PvE missions that are planned to be added in-game in early 2011 coming first to that server.
So to summarize:
1. It is much less PvPish server.
2. The game play will include more PvE actions than is available to this time. More hardcore gamp lay is partially hidden via heroes or more deep testing of combat engine.
3. With the different combat engine there is no anymore huge bonuses for player with 500 heroes (or 500 armies with 1 hero), there is absolutely no reason to have more heroes than different troops types you own other than just ability to send more campaigns so widen your influence sphere, so this restriction has two sides.
4. It is very different server, for different players auditory and it should be not compared straightly.
5. It is actually a try to make an MMORTS with simple single-player client-like game experience.
